very thin content

I have a problem...

I have a page with a content that repeats itself over several other pages (7 at the moment). It's a few lines about travel insurance and I use the same test on all different destination pages.

I've been looking for a way of not repeating the current text and found the solution in php include. Basically, instead of placing the text in these pages I call the text from a single php page, leaving the main part of the page blank. The php does a copy&paste job.
So, my question is: what is best? these apparently empty pages, or repeating them several times?

Besides, I don't know if the search engines look at php files, because I would have to repeat them just as many times, one for each folder or subfolder.

I hope I made myself clear...
