My best advise would be to search Google for

"google webmasters guidelines"
"Official Google Webmaster Central Blog"
"Google: Cluster Computing and MapReduce"
"The Anatomy of a Large-Scale Hypertextual Web Search Engine"

Hope this helps you about learning search engine optimisation a little more, I believe once you read through the pages you will find from searching the terms above, then, you will start to understand what is white hat seo, and what is black hat seo. Mind you there is also Grey hat seo. Either way, please search Google for the terms above.

Black hat is anything that breaks search engines' TOS. Grey hat is the strategy of combining black and white hat methods.

Black hat techniques nearly always work well in the short term but can really damage your site when the big G catches up and finds you out, which you can absolutely guarantee they will.

Best avoided.

Building back links from relevant websites is not Black Hat. Use high quality websites for building back links.

I can agree with you about you getting confused about white hat and black hat seo, and I will assure that Google did NOT changed what is considered as white hat search engine optimisation. But since you are still confused about exchanging links being good or bad, this will depend on what type of exchange campaigns you embark on. If it is simply to obtain back-links, then it is bad, if it is to provide other useful resources, then it is good. Make sense? always ask this question first "can my visitors who came to visit me benefit from this website I am linking to" if the answer is yes, then go ahead, if the answer is no, then stay away. Because, if one doesn't capture the limited attention of the internet surfer, and if one doesn't meet the visitors needs with what is provided on your website, then it is only fair, that they are allowed to go to that resource you are linking to.

I hope this helps to clarify your question.

SEO linkbuilding can be labeled as white hat or black hat, depending on how you do it. If you build links to provide unique and useful content for other people then it is White HAT. However if you build links just for the purpose of increasing your SEO and without providing any good content then that can be considered as Black hat seo.
