SEO optimization for a website from stratch

SEO people please help! I have a website offering internship services, but recently have experienced many issues like hаcker attacks etc., and some time ago the hosting provider emailed me that my account has been suspended due to CPU abuse. However, I decided that I want a completely new website, so I need some advice how to make it SEO optimized, as I think it is crucial not to make any mistakes at this stage, as I am starting all over again.

Precisely, is it better to purchase a template? If yes, Joomla or Wordpress? Is it better to use some already proven SEO friendly template like Schema, Avada etc. or build the website from scratch? Lastly, any idea how much would it cost me to pay a web developer to make a website with a blog, testimonials and other simple things, that is SEO optimized with best practices?
