If someone did some redesign to their web and they've changed for about 70%-80% of their file names, will the SE's index their web as usual ?

Yes, SEs will index that site as usual if the content of the files is the same.
But surely, something will be changed in SERP.

Will that site receive traffic as usual or maybe It'll be reduced?
This is getting even more and more interesting.
Will the redesigned site still gain its top rank in SERPs?

To make sure authority is passed on make sure you use a .htacess file and 301 redirect all your most popular pages. This way google will know for sure the pages have moved.... and you'll keep your ranks.

If you don't 301 redirect then google may think your new urls are new pages and then penalise you for duplicate content.

A change in layout will not impact your traffic in negative way... In fact if you are redesigning in a good way (more user friendly design and navigation) that will benefit you for sure.
Search engine indexing will remain as usual. Just make sure you not including which search engines find hard to crawl like flash or iframes.
