how can we decide on which keyword you build backlinks? 
 It is up to you and your company's requirement.  Decide the keyword which is more important and focus more on that.

I usually use long tail keywords that are enhanced by keywords from google search

Its should be diversified. On high authority you should use exact match anchor, while on web 2.0 and other off page activities you should use long tail and LSI keywords for anchor.
