I know few basic factors like checking the inbound links of the requested site, considering the page rank of the linking page and checking for no. of the Google crawled pages.

Do i have to consider further more factors for exchanging links?

If so then please let me know.

Relevancy is already given. You have to check the number of outbound links of that particular site.

- Linking Website should not be a bad neighborhood/crap content site.
- Check for relevancy.
- Check for dofollow.
- Check whether it capable to drive traffic.
- Link page in the website should not be deep, it must be atleast 2 clicks from home page.
- Check for less outbound links.

You should also check the frequency the website is updated as well as post commenting and social media interaction. If a website gets very little traffic and engagement, the link loses a lot of value. If the link brings your site referral traffic, the value goes up even more.
