For beginning with SEO, I mostly focus on Content Creation and On-Page SEO. This is where you have full control.
Later, I move on to some guest post and directory submission to build backlinks.

For a new website, there are two parts in SEO termed OFF and On-page. There are so many activities on the off-page but in my opinion, firstly we have to focus on some content parts like web 2.0, articles, blogs, press releases, and guest posts. Side by side we must focus on the On-Page.
First step  - A great domain name is a must and researches the right keywords. 
The second step - Craft your content by doing some off-page activities I mentioned above.
Third step - The codes must be optimized like the meta tags you are using must be related to the keywords and highly optimized and create XML sitemaps they are like roadmaps to google bots.
Fourth Step - Link building and technical setup is a must.
Fifth step - You have to check site speed and usability.
