I have a website that has steadily climbed the ranks in Google for 3 years. Throughout the three years, all of the content has been 100% stale. I would like to get on the first page for a few more keywords, however.

Will adding new content (new unique pages) help if my homepage remains the same? Does the homepage need to be fresh - different each week?

I have been adding new content via blog, a user forum, and other ways, but my homepage is still the same thing.

Yes if possible to change content on homepage then it's better for gaining good pagerank and improving quality of website. Always try to change content to crawl your website by bot and gives you good ranking in SERP with PR.
