what is 403 forbidden & how resolve it?

When we trying to submit our web page in directory submission then a massage occurred 403 forbidden........So please anyone can describe about it as well as gives some tips how get rid from this ?

A 403 Forbidden error means that you don't have permission to view the requested file or resource. While sometimes it is due to misconfigured permissions. You can fix it by following ways:
1. Check for URL whether the URL is correct or not,
2. Clear your Browser cache,
3. Clear your browser cookies
4. Contact Website directly

Tim Fisher on his article described 403 forbidden errors as an error which caused by issues where you are trying to access something that you do not have access to! In other words, it is saying as go away and do not back here! In order to fix this error, I suggest you to follow these rules:
- check for URL errors;
- clear your browser's cache;
- clear your browser's cookies;

403 Forbidden Error is a general issue indicating that the Web server received and understood your request, but cannot take a further action to response. It's common to meet this problem when surfing  on the Internet  or running a website. Here some ways you can to solve this issue:
- check for URL error;
- log into the site;
