if your site is new and does not have good authority then do not jump to rank for multiple keywords. initially you can start with 4-5 keywords. Make 1-2 keywords as primary keywords and make other secondary keywords. make sure that primary keywords are present in key position like title, description, h1 and content and secondary keywords target in subtitle, content, alt tags, internal linking etc. then create quality off page strategy for all keywords.

you must gain some authorithy backlinks, from your niche or some .edu (even nofollow for diversity, if it is a link on URL), by that you are increasing your authority!
Must add new and good content a few times per week (at least), with great subjects and valuable for the readers (this is the key, actually, in my opinion). Take a look at Google Trends and compare to what you know in your niche (must have a niche!) and try to approach thos subjects.
You can target a few keywords per article (1-2 main keywords and 5-6 secondary).
