The short answer:
SEO (search engine optimization) impacts the organic/natural listings on the search engine results page (SERP)
SEM (search engine marketing/paid search/PPC) impacts the sponsored listing areas on the SERP

SEO is subset, mean part of SEM where both are interrelated and main aim to promote the business

Search Website Optimization means to optimize your business and do it for organic way result. while search engine optimization is one type of website promotion, affiliate website promotion etc.
