Google penalizes sites for engaging in methods that are against its webmaster guidelines. These penalties can be the effect of a manual review or algorithm up-dates such as Google Penguin. Google penalties can result in the decrease of rankings for every page of a site, for a specific keyword, or for a specific page. Any drop in rankings brings with it an important drop in traffic for the site.

People wants to improve their website's visibility on the internet, but sometimes they have used a list of spammy activity which is known as blackhat techniques. For example, they get more backlinks from spamming sites, use un-proper meta tags, use copy content and much more. These all activities are  spamming activity in google's eye and if it found this type of techniques then it obviously gives you low ranking on SERPs. This known as google penalty.

You can use SERPtrends SEO extension add-on to check the position of your site in google search result, it will show position changes of ranking and other Moz tools that may help  you to check your backlinks for spammy activity

If your website traffic suddenly drops and you see a corresponding decline in rankings, there is a good possibility that you are on the receiving end of a Google penalty.
It is usually not hard to know if you've been penalized, so there isn't that much to say here. A webmaster who keeps up with their site metrics will be able to spot one relatively quickly.
Here are some major warning signs:
- Google Webmaster Tool Notification: if your website is fully configured with an email address within Google's system, they will often notify you directly, if there's a problem;
-  diminishing or disappearing search results: periodically check your target keywords/phrases manually with a Google search. You must appearing the same position as before if not, you may have received a Google penalty;
- traffic drops: for many websites, the first clue they've received a Google penalty is a sudden noticeable dropoff in traffic, especially inbound links from Google. Keeping an eye on your traffic numbers makes this  a good early warning.
