This refers to how quickly you gain backlinks. For best results, maintain a consistent link velocity.

Most importantly don't build a load of backlinks (especially with fast indexation techniques) and then stop. Google sees this as a news article that was interesting for a short period of time but no longer relevant so stops ranking it. "Too many links" or "links built too fast" are rarely a problem but inconsistency is.

News articles rank for a short period of time only because people stop searching for them. They also have the benefit of 'query deserves freshness'.   I believe link velocity isn't as much an issue as anchor text over optimisation.  Consistency is always a good idea though and playing close attention to how the current top sites did it is wise as well.

Link velocity corresponds to the total no.of backlinks a website gain and the time consumed to obtain it. However, google can ban you if your site is flood with the links in limited period of time. So use different anchor text to avoid this issue.

A good example of good link velocity would be content that got some links from new sites, from multiple sites, and from myriad types of sources.
