Responsive design makes sites easier to read for the visitor, and thus enhances the overall user experience. The more people who enjoy the experience, the more come back. This factor alone is enough to understand why Google made the change this year to include mobile friendliness as a factor in its ranking algorithm.

Responsive Design is not an SEO concept. It is a development concept.
The SEO concept associated with this is just User Experience. Sites that are more user friendly tend to rank better. So if your website displays differently on a desktop and mobile and tab according to available space and actions people will find it more usable and tend to spend more time on your site. This affects your SEO in the long run indirectly.

Yes it plays very important role in SERP ranking. Google notices everything from Mete Data optimization to image and content relevance. Similarly, it notices also of the website is mobile responsive or not. If yes, then it measures if the site is optimized for its mobile users or not. Like fonts, readability and all. To rank a website we need to focus on a lot of things. Mobile responsive optimization is one of them.

A website is mobile friendly if it has the following attributes −
* A good mobile website has a responsive design which performs well on desktops as well as mobile devices. It not only reduces the maintenance of the website but also makes the content consistent for the search engines.
* The contents of a good mobile website are easy to read on a mobile device without having to zoom the screen. It has appropriate fonts, colors, and layouts.
* It is easy to navigate through a good mobile website on a small screen. It provides links and buttons that can be easily maneuvered using a finger.
* A good mobile website is lightweight such that it takes less bandwidth and time to load on mobile networks.
* The Home Page of a mobile website plays the most important role in connecting users to the content they are looking for. Therefore, good mobile websites make sure the most important links are displayed on the Home Page so that they get enough visibility.

There are many other factors that play a key role in improving your SEO, but responsive design is something that cannot be ignored. Responsive web design is the approach that suggests that design and development should respond to the user's behavior and environment based on screen size, platform and orientation. When a website is responsive, the layout and/or content responds or adapts based on the size of screen they are presented on.

A responsive website automatically changes to fit the device you're reading it on.

Typically there have been four general screen sizes that responsive design has been aimed at: the widescreen desktop monitor, the smaller desktop (or laptop), the tablet and the mobile phone.
