The Google PR algorithm doesn't work on single thing. Creating quality content is not enough, your site would certainly need quality back links too.

I would like to inform you that content and links both are important. Links are good because all traffic depends on links, but rather, content is king. Some sites have great content, but few links. You can achieve high ranking using these both. Good content always attracts more visitors and more links to promote your site well.

As we know both content and backlinks have equal importance, thus you should work on both.  In a simple word, content for users and backlinks for search engines.  You would have to make both (users as well as search engines) of them happy to love your site.
Do not underline either content or backlinks.  There should be an appropriate ratio for both.  Both should run parallel.

i don't think you can get away with just great content.  the only exception is that if the content is great enough, it can go viral and you'll get rankings, etc.  but that's probably because of the links you would get.  so if you think you can write content well enough that it will generate links by itself, than just focus on the content.  i think this would be hard for most people and spending some time on both would be best.

A good content will attract more visitors than those who do not. The copywriter role in here is very necessary for a serious site and on the other hand A backlink is important for web page rating in search engines like, Google, Yahoo, Bing, etc.
