The Google PR algorithm doesn't work on single thing. Creating quality content is not enough, your site would certainly need quality back links too.

I would like to inform you that content and links both are important. Links are good because all traffic depends on links, but rather, content is king. Some sites have great content, but few links. You can achieve high ranking using these both. Good content always attracts more visitors and more links to promote your site well.
As we know both content and backlinks have equal importance, thus you should work on both. In a simple word, content for users and backlinks for search engines. You would have to make both (users as well as search engines) of them happy to love your site.
Do not underline either content or backlinks. There should be an appropriate ratio for both. Both should run parallel.

i don't think you can get away with just great content. the only exception is that if the content is great enough, it can go viral and you'll get rankings, etc. but that's probably because of the links you would get. so if you think you can write content well enough that it will generate links by itself, than just focus on the content. i think this would be hard for most people and spending some time on both would be best.
Content and Backlink both are important.
A good content will attract more visitors than those who do not. The copywriter role in here is very necessary for a serious site and on the other hand A backlink is important for web page rating in search engines like, Google, Yahoo, Bing, etc.

Search engines like Google loves both. In search of better user experience and great content, search engines have set in their algorithms backlinks as a powerful indicator of quality content. So, it would be not bad to say both content and backlinks have equal importance.
As the limit of showing only 10 results (most search engines) in SERP, finding top 10 THE best articles is not easy especially for search engine robots. Thus, it was decided to look for the links of every particular web page. Though, the backlinks have nothing to do with the user experience.
As for me, I make effirts to link building, because my resource is link market wich has simple interface and nothing excess, so there is no content. It's not essential for my goals.
As far as i know both are very important for good ranking but content is little more important... But both should be in good quality... if you have one of them in bad quality than its bad for your ranking...
With the latest penguin update and the last one google has mentioned that content is very important now it was before also with content is the king in website ranking. Backlinks are important but now if you made low quality links it can hurt you in big way.
I'd suggest content on this because I have gained many PR's for my site by updating content regularly. You can build a little bit of backlinks to keep it balanced, but the most important is like I said the fresh content.
Of course content is more important than links – if you have content but not many links, Google might still give you a good ranking if your site looks to be better than the competition – but if you have no content then Google can't give you a good ranking for relevant queries because there won't be any relevant queries!
Of course, if you're going to target a ridiculously competitive term like 'web design', without specifying any kind of niche or localisation, you've got a fight on your hands, because you're up against quite literally millions of other people who all want that same traffic. Don't try to run before you can walk, don't try to take on the whole world before you've worked out how to win the small fights. Don't try to get a #1 ranking for the term 'web design'.

When you say content is king, then believe me its true. But the king is not a standalone entity it also needs help, and other off page activities like directory submissions, social bookmarking and so on are also of needed.

You need to post share your content on different social media sites and other article sites by putting a link about your services. It's not only about creating the content, it's about formatting it properly for the google bot. If the robot doesn't understand what your content is all about it's a bit pointless.
