Both are important for a website but if you compare between them, then I think content is more important than backlinks. Proper content marketing give you both visitors and quality backlinks. So don't go for create only backlinks, just write good content like different type of blog, press release, article and post it other sites. It will give you both traffic as well as backlinks.

It's not only about creating the content, it's about formatting it properly for the google bot. If the robot doesn't understand what your content is all about it's a bit pointless.

Content and back links both are most important for ranking of particular websites.

Backlines are the links that you get from the other website. It is most effective part to rank a website on search engine like- Google, yahoo, Bing and etc. All backlinks would not be effective but high quality backlinks are more useful.
Content you written on website should be informative. the content should be written according to the website keywords and theme. the content should be updated and modified on regular basis it is most effective for your website. If your content changes on regular basis the search engines will have to index and supply to audience. Your each and every posts should be targeted relevant keywords.
