The authority of the domain, quality of the content on the page where the backlink is provided and then the page rank of the website.

There are many things we need to consider for valuating a link.

1. Need to check whether the backlink is from related niche.
2. Has good Page rank in it.
3. Whether the page has been indexed in search engine or one.
4. Whether the backlink is a text link or anchor links.
5. Domain age and domain quality.
6. Whether it is from .edu or .gov or .org sites.

And so many such things...
