What must i do to SEO a website without Robot and Sitemap

I'm doing SEO for a website without robot.txt and sitemap.xml. This website was coded badly.

The problem here is that i can't do anything except SEO for it. I dont have permission to access it code, host,...

What must i do to SEO a website without Robot and Sitemap? The keyword that i'm doing SEO was 8th position and now it's 33rd

I think, without sitemap and robots file, you can do SEO for this website. Robots.txt is not mandatory but sitemap is necessary to index all pages and check its crawling. By the way, promote keywords with unique content such as blogs and articles.
