     Which is more payable, SEM Expert or SEO Expert?

I'm going to assume "payable" in your context means "makes more money."
SEM gets traffic NOW for your clients. The downside is you have to keep paying for it - or the traffic stops.
Typical SEMs charges a percentage of the ad spend. So a client spending says $1000, 800 is for Google, $200 is for the SEM expert. The good news is that once you get it started, it's quick to find out what's working and what's not.
SEO gets traffic OVER TIME for your clients. The inherent problem being that Google changes on a constant basis and therefore when these changes happen - you can lose your ranking and therefore your traffic. SEO done right is better for the budget than SEM, however again it depends on how they build up your SEO.

SEM is easier to learn and you can get more help managing your account(s) from various vendors so there is more competition for gigs. Conversely, SEO is harder to both learn and implement but once you have actual skills, you're pretty darn employable.

There is no comparison, It all depends on how well you can sell your services and market yourself. And how good your delivery is.

SEO services are more in demand because compared to SEM, it is more difficult to master, to show results and rankings and to be able to actually deliver the service.

Search engine optimization (SEO) is a component of the greater search engine marketing program (SEM). Paid search + Shopping + Organic search = SEM. An SEM manager overseas these three main areas of search, so based on this, being at expert at SEM is going to pay more than SEO since SEO is just a component of SEM.
