You can't achieve your desired ranking on search engine by following any single ranking signal there are lots of ranking factor those should be followed therefore we can't say any of the ranking factor as a most important.

Content is important for user engagement. But you don't get users without ranking for valuable keywords. And unless you're in a very uncompetitive niche or are in a "blogger centric" niche where you can naturally get people linking to you just by writing blog posts, you're going to want to focus on quality and relevant backlink acquisition.

Google shows results on 3 factors. Content, backlinks, and rank brain.

First, you must have good content and SEO-friendly page. Second, You need to create related backlinks for that page. Guest blogging is the best option for that.
At last, Google's rankbrain system decides your page is good to show or not but if you have done properly On page SEO and backlinks for your targeted page then it will rank over SERPs.
