I want to know which type of link building is batter.
1.Reciprocal Link Exchange Policy.
2.Three Way Link Exchange Policy

It doesn't matter if a link is  reciprocal or three-way. It does matter if a link is on a related website. Links from high quality websites will help your rankings, links from garbage sites won't.

If you want to improve your search engine rankings, try to get links from web pages that have something to do with your site.

I would advise you to avoid using reciprocal link exchange because it is considered to be black hat technique. Link wheels, illegal redirects and blog networks too come under black hat as it violates search engine guidelines.

I think,one way link is also good.One way linking is where you simply create a link coming from another site to your site. For example,
you build a one way link by posting and article about your product or services on a site like Ezine articles,
and the article contains a link which directs the reader back to your site.This is the safest and most effective way to build links.
