Why doesnt Google penalize companies with multiple fake addresses ?

Hi,
        Why doesn't Google penalize companies with multiple fake addresses and contrived local phone numbers purposely for SEO?

They do penalize them. But they face two problems:

Sheer mass: There are a lot of businesses out there. Google has to comb through them all to find this stuff. And business owners report fake listings, listings they don't like, and people they think don't deserve listings. So reports don't help. It's garbage in, garbage out.
NAP access. Google gets data from lots of different Name, Address, Phone directories. They have to pull all this data together. It ain't easy.
All of that means this is by far the most time-consuming spam filtering they have to do. They can't do it algorithmically (at least I don't think they can).

And they don't want to dump listings by mistake. That'd be worse.

Given the scale at which they work, they do OK. But I know it's super-frustrating when it's a competitor who's doing this, and I wish I had a better answer.

In order to list on Google Business, you need a physical piece of mail sent to a location. They will catch on eventually.

When they get on to them (and they eventually will), they will take down the duplicate/false listing.

You have to verify a listing in Google My Business, for which you have to have a physical address. There's pretty much no way around this process.
