Because Google wants to constantly improve its algorithm. It releases updates every single day. Some might affect your site. Some might not. Sometimes, the combination of updates is what affects your site. Penguin is only one of many of these algorithm factors.

The main reason behind fluctuation in Google ranking is only that they are updating their algorithm. As we all know that Google is a search engine and on search engine we always search some contents so Google is changing its after a time period for make it secure from spammer and bad links which can affects the website. So, sometimes updates are in our favour and sometimes updates are in not favour. So we face fluctuation in ranking.

The reason your rankings fluctuate is because that is how search engines work. They will continue to value websites all the time and prioritise the results based on what Google consider the most valuable sites. This can change every time someone updates their website or gains new links from other websites.

Good news - You can still do something about it and get to the number one spot and maintain that position simply by doing more than your competitors.

Build more relevant links, have a better social media plan, produce more content etc.

The fact that you're bouncing up and down just means that you aren't doing enough to claim the 2nd position.
