Search engines look at the site at the same way human does and in my opinion it would be silly to have the same title and H1 tags.

The best practice is to have a title tag comprising of 70 characters describing the page and content .I have seen sites where the title tag would contain less than 70 characters.H1 tags might contain few targeted keywords that are present in the title and having the H1 tag absolutely same as title tag would make the site spammy.

As search engines are trying to be more human nowadays, a good strategy would be building a good site for humans first and then for search engines.

One can use h1, h2, h3, etc tags. Normal user doesn't know if we have placed them as tags, they will just see them as their main service title. One can simply place their main keywords or use them in more innovative ways.

Hello,
H1 tag is basically define to the article or topics, what content related to your heading. & heading tag is also helpful for google also.
Title is also important for SEO point of view. there is not matter Title + H1 tag same. This will not harmful for websites...
