I really want to know how Google declare SPAM to a website.

Can anyone explain? Also how to check a website is SPAMMED by Google?

They Over-Optimize
They Don't Focus on Content
They Stuff Their Sites With Ads
They Attract Lots of Low-Quality Inbound Links
Their Sites Have Lots of Dead Ends, Pages Not Found, and Broken Links
They Own Lots of Domains or Microsites
They Employ Other Traditionally Black-Hat Tactics
Google will only look up to you once you have gained everyone's respect.

example of spam is when you submit your link to a blog commit and it has no purpose to the subject. You should never make a commit like " nice post" and then leave your link, that is spam.

According to me, Google do not want to spam your website for that Google define parameters before designing the website.If we fallow these parameter which  are declare by  Google your website never declare for SPAM, For that it's important if you are not a developer, which organization you heir to develop for the website.Because many organization not familiar to  Google guidelines for that case they not full fill  the criteria for Google,after that your site declare SPAM by  the Google.

If you do not work properly on page or off page optimization then Google mey spam your website. or if you post you site in a spam way then also Google spam your website

Google checks website content, it checks the content used by you in all offpage activities such as articles etc. Also checks if a website is over optimized. To free your website from spams, use unique and fresh content in all activities and in the website also.   :P
