If you set up a campaign it adwords it gives you the same level of information that you used to get rather than 100-1000 range numbers that you are getting in the keyword planner tool now. That being said I think you have use the keyword planner tool only as a guide. It's never going to give you exact numbers and if google don't supply that the data all the other tools that feed of google information will be less accurate too.

I would never present these numbers to a client as factual data.

Solution 1. Spend enough cash on Adwords and you'll get the volumes: Here is a relevant discussion thread: Updates to the Keyword Planner Tool

Solution 2: Get Rank Ranger's Keyword Finder Pricing | Rank Ranger, probably the best tool for getting precise search volume data.

No other tool can give you exact search volume data not even google search console. You can use ahrefs.com, SEMRush tools to know the volume of keywords.

If you are finding exact search volume in Google keyword planner, then you have to be login at Google adwords. Type your keyword there and search the keywords you will find average search volume on the right side of keywords from where you can compare each keywords monthly volume.

Seek volume gauges from the Google Keyword Planner have been off as of late because of close variations. Feature writer Patrick Stox demonstrates to recover this information.
