Hi Experts,

The business insider created two versions of the same content.
 
The first one is ranking if you search from the US
https://www.businessinsider.com/biden-will-sign-covid-19-stimulus-bill-with-1400-checks-on-friday-2021-3

The second one is ranking if you search from India
https://www.businessinsider.in/politics/world/news/biden-will-sign-the-1-9-trillion-coronavirus-bill-with-1400-stimulus-checks-on-friday-white-house-says/articleshow/81438858.cms

Even though the second URL pointing canonical URL to the first URL, how is it ranking? There is no hreflang to mention Google which audience it should serve? If Google respect the canonical, the second one should not be ranking, right?

it can dilute your link equity, which could harm your search rankings.

Non-canonical urls are easily indexed by the Google and also it rank. Google do not penalize website having canonical issue. But when you go for link building. Then you should choose any one url for better linking profile. If you have two urls of every page, there may be chance you pick sometimes canonical or non canonical urls during link building process. So, Link juice distributed in the two versions of urls. So, it is better to resolve the issue before starting off page SEO.

Anything Contained on Non-canonical Pages Will Not Be Used for Indexing Purposes. When Google pick a canonical for a page, they will understand there is a set of pages, but only focus on the content and links of the canonical page.

non-canonical versions of that page may not be eligible for ranking, and if the pages are too different, search engines may ignore the tag.
