I am trying to get my confidence back by targeting really low comp long tail keywords and getting them ranked high. This one gets 1000 exact searches a month 74 intitle results and 71 inanchor results on google. However normal search in google shows 190 000 000 million results with wikipedia at the top however nothing on the first page has the full long tail keyword in it so is this low comp?

In the initial phase of SEO, you should try to target low competition keywords. Low competition keywords rank easily and hence you starts getting some organic traffic. This organic traffic help you to boost ranking of high competition keywords. So, You start to get traffic in leads very soon using low competition keywords. Its better idea to target low competition keywords in initial stage.
