Can someone give a step by step guideline how to get your blog some PA and DA?

I think I am very good at SEO. Yay me.
But when it comes to my blog, I suck!

My question, favor, request...

Imagine I am starting a blog from grond 0.
Just bought  domain name, linked it to my host, and I have written about 25 posts.

What are the steps you would do to get this blog some PA and DA. Indeed the motive of the blog is to provide backlinks to my site.

I never knew about sites you can submit your blog to... so please treat me as a complete noob.

Also, I have a .wordpress blog. I swear some posts have a 28 PA (DA as it is WP is by default 98). And other posts have a PA of 1.
I can not figure out what I did different on the 28 PA posts. No comments no likes that I am aware off.
How can I redo what I did to get that 28 PA if I have no idea what I did...
