I am having a blog which is in an Indian regional language. All of my contents are in this language only, provided that I am posting all quality and relevant content. But how do I promote this website?

You can do SEO of your site using regional websites for promotion, promotion is also a part of SEO today..

Use regional blogs, websites, directories, forums for link building.
