There are quite a few like Godaddy, Hostgator and Name. Choose according to your preference.  :)

There are various Domain Registrars available. Some to name are:
1. Eurodns

3. Namecheap
4. Sibername
5. Registrar

I would recommend you to get your domain name from 9cubehosting.com (http://www.9cubehosting.com/) as I find they provide domain services at low cost and a good free package which would be economic for the user.

Answering the poll, the best hosting plan is the one who fits you. But monthly is difficult to manage and considering the low prices of domains it is not convenient, in my opinion.
