Why do I need to set keywords and focus on them if good and fresh content is enough for Google searching?

Google wants us do SEO for the betterment of the search Engine. If everybody does White hat SEO than google would become much better than it is.

In a Google Article, I read that it wants people to do SEO for their website so that it can understand it better, understand its niche and can resolves the query of user better.

So it has defined several ways to do this.

First of all you have to do keywords research for your business. After selection of keywords, you have write contents for your business including these keywords and finally you have to go for link building

Every Content is made up on some topic and mostly that topic is your keyword, but when we see how users are searching for our topic then we find various other things that our user exactly wants.

For example, our topic is SEO and we have created good content for that, but if a user is searching more for SEO benefits then we need to have SEO benefits keyword in our content to reach the right audience.

With the help keywords, our content will rank higher and will engage more users.

You need to set keywords because:
1. You can focus on a set of keywords that has good CTR
2. To optimize the website according to SEO
3. Great Content is a part of SEO & not a sole pillar to rely on for good rankings

There could be more reasons but I can figure these out for you right now.
