If you are in hard need of creating two websites then spend efforts only on 1 website to promote and get ranked because your efforts will go useless for another. Why?

1. If both of your websites are live with same content, Google crawlers will find them and probably you may get a penalty in the future. You're inviting risk here.

Now, as long as I know, there are 3 most popular ways to save your website from not being penalized.

A. Canonicalization :- If you do canonicalization, then only 1 website will be useful in Google's eyes and you'll get rewarded accordingly.

B. Meta tag "noindex, nofollow" :- If you go after noindex, nofollow tag, then your website will not be crawled & indexed by Google crawlers(bots) so there will be no penalty AND no search results too...

C. Disallow website in robots.txt :- If you disallow your website in robots.txt file, then again, your website will not be indexed or crawled by Google bots and you'll be saved from being penalized. BUT as mentioned above, there won't be any search results.

To conclude, If you really WANT to create 2 websites then here are a couple of recommendations.

A. Promote 1st website through SEO and get maximum benefit.

B. Promote another website through other marketing channels like PPC, Social Media, Viral Marketing etc. and earn visitors from there. (Don't forget to disallow this 2nd website in robots.txt to save your 1st website because you still have duplicate content)

Yes two websites with the same content will definitely a negative effect for your second website. The website that gets crawled second will be penalized for copying content from the first and original website.

Duplicate Content SEO Best Practice. Webmasters are confused about 'penalties' for duplicate content, which is a natural part of the web landscape, because Google claims there is NO duplicate content penalty, yet rankings can be impacted negatively, apparently, by what looks like 'duplicate content' problems.
