I just watched that due to this many websites which are at number one position they are now at 400 positions.
Those peoples have been added signature in spammy ways those people observed strong reflected result for their sites.
The latest Google Penguin update 3.0 completely based on the quality URL. If you use the spammy or low quality links, then it completely bans the links as well as your website. Apart from this, if Penguin causes a wide range of links to be discounted, those links will no longer pass along the credit or act as "votes" as they once might have.
I think that with every new algorithm change Google is moving away more of its objectives.Make sure you don't get penalized for duplicate content on your site.
