Hi, I have done all on Page and off page work on my site. The site is older than 3 month.
But I have getting any improvement in my ranking.

At the same time, I have one more site which is just 20 days old, And the site is ranking on 1 st page.(without offpage activity)

While you are doing SEO for your website to get a high page rank then it took time to rank because of high competition. But still, you should check your keywords which you are using. Use Google Adwords Keyword planner to check average monthly searches and to select the best keywords for your site. After that, begin with On-page and Off-page SEO with proper google guidelines. Never create backlinks in excess.
Always try to check your page ranking in browsers private window.
Just continue your passion. Sometimes it will take a year to rank. Remember, "Quitters never goona win".

You know what? My blog and sites was lauched about for about 6 months and their DA and PA now still remain 1. However, my main site reach DA 10 and PA 15 after 1 month. Not too bad, hmmm... So my advice would be "stay focus"
And you really shoudn't you short link when asking about SEO. shortlink is just for traffic calculator.

Reason is for not indexed domain
1.What are the keywords chosen?
2.High competition
3.How many keywords are stuffed in single web page?
4.URL structure issue?
5.Have you done enough of promotions?
6.How many words in the content?
7.Did you checked the keyword density?
8.Have you placed the right real time image?
9.Did you have the testimonials?
10.Did you have the real time video?
Check those on your web page? If you follow the above stated points, damn sure the keyword should be rank.

Some thing keywords are taking time to rank. so you can wait for it other wise you can also optimize you website and find best keyword for your website which has maximum 3000 search monthly. choose that keyword and get rank quickly.
Make sure you are not spamming, Recently google announced that they will count forum profile link as a spammy link or negative thing which can affect SEO.
So first check that you are not violating rules.

You should try reviewing what you did and must improve which stuffs were bad. There are 2 main factors you need to know is:
+ On-page SEO (content, title, tags, heading, structure, etc.)

First check that your site is linked with webmasters.
After this you can increase your crawl rate there. If there is any issue related to your crawling thing it will be shown there along with its fix.
