Google Algorithms are totally demographics based. If all your links are coming from US based website and on the other side your competitor links are coming from Indian Sites than they may get the priority on (google.co.in) and you may get the priority on (Google US)

Have a deep look into the backlinks of your competitor. Check from where the backlinks are coming. What is the country of website domain and what is the niche of that.
You will definitely get the idea where you are going wrong.

You're probably not even using hreflang tags or have a misconfigured Search Console geo-targeting.
Why would Google rank a site with zero local relevance in India? Your entire link equity is US-centric. Fix your technical SEO foundations first.
