I have a web site. when i post new article then i fetch as Google . But now a days when i came to fetch Google always says " Temporarily unreachable " . How to i solve this ..

I am new to SEO field, but I want to help you to fix this issue. I got some points,

This happens due to either a problem with the server or some other kind of connectivity issue.

Connectivity issue means it will fetch after some minutes.

Server issues means Your server have little bit of firewall problem and robots.
