There isn't a fixed limit, but for SEO it's usually best to target:

1 primary keyword (the main topic of the page)
3–10 closely related secondary keywords (variations, synonyms, long-tail phrases, and related questions)

For example, if your page is about dedicated servers:

Primary keyword

dedicated server hosting

Secondary keywords

dedicated server provider
managed dedicated servers
dedicated hosting USA
bare metal servers
high-performance dedicated servers
dedicated server pricing
enterprise dedicated hosting

Google doesn't rank pages based on a keyword count. Instead, it tries to understand the page's topic and intent. A page can rank for hundreds or even thousands of related search terms if it thoroughly covers a subject.

Good rule of thumb

One page should target one search intent.

Good
