DO you mean you wanna go from 0 to 1 or do you want to increase your rankings by +1?
its not that simple just to say that you need an certain amount of link it depends on a lot of thing.
If you can manage to get one single link from a pagerank 5 site and your site is now only pagerank one your site will probably go to 3 or something like that. So it really depends on how high the pagerank from the site where you are getting a link from is and how many outgoing links there on that page.

quantity never matters in SEO.. Quality does.. You might get some 1000 nofollow links from some random normal sites, but getting a dofollow link from a more popular website is much more beneficial than those 1k links..
