Free tool I firstly recommend Google webmaster tool, from here you will be watching your backlinks collections.or you can use SEMrush but it is paid tool. besides smallseotools, backlinkchecker are the free backlink monitoring tools.
I am not exactly sure what you mean by "liink building tracking". However, I'll try to answer this. If you want to keep track of the backlinks to your website, you can simply use Google Search Console. Just go to Search Traffic > Links to your site and click on "Download Latest Links" & "Download More Sample Links".
