I want to know is it safe now for building links? 3 of my sites all got manual Action since building links. It said there are unnatural links point to my site.

You need to remove/disavow the bad links. It's quite a long and annoying process, but it must be done. One thing I can assure you that link building is not dead and will not be dead in future also. But yes the way of building link is changing and you have to follow some Google friendly tactics for this. There are lots of article published saying that link building will never die, but you have to be smart to build the good links.

Now is very important natural link building. To build natural linking :
- ask another website owner (for example from befriended company) to link back to website
- be active on blogs (guest blogging with a link to website)
- be active on the forums (creating a link in signatures)
- be active on the social profiles

You have to just try to get quality backlinks for your website, but first remove your all low quality backlinks and submit reconsideration request to Google. When your site is recovered from manual action, then you may start to create quality backlinks.
Here is few parameters to check quality of website that is safe to create backlink.
- Site should not be penalized.
- Domain Authority of the website should be more than 40.
- Check index pages.
- Check Page Rank and Page Authority.
- Should not be duplicate content.
- Should not be lots of outbound links.

I will recommend you first to review the back-links of the site and remove the links from low quality sites and if the links are not removed, then implement disavow link in Google webmaster. Side by side, I will also recommend to develop links to the quality sites. You should not miss the opportunity to develop quality links. After all quality links still counts to rank high.
I think quality links need quality content, but I do not have quality content. I think it is so hard to earn quality links to me.
Firstly, you surely need to check what of your backlinks are bad and remove them.
Secondary, start working on good backlinks to your site.
Also carefully checking all the resources.

Some people say they had to send site for reconsideration several times and some of the links were not bought ones and absolitely natural...
