This is definitely a starter list but with every step, you need to make sure that you're getting things right, especially the link building campaign part. Because that's where 90% of the people get things wrong and fail. I agree with SEO Ninja - you need to understand your ranking factors to cut through all the noise and KNOW exactly what kind of backlinks will help rank your local website.
Sometimes all you need to do is build citations and get 2-3 guest posts and you'll rank. Other times you don't even need to do that, you'll rank with just citations and social profiles. And in some cases you might need to consistently work for 6-8 months just to hit the bottom of page 1.
It all depends on how well you do your competition research and choose the right keywords to go after.
The list is good though, if we're assuming that the people who follow the list know what they're doing.
