Many a times I came to know that now page rank is not having importance in SEO. Does it mean that I can do submissions of my 5 PR site in 0 PR sites?

Page rank is still important in SEO. Basically page rank is identity of importance of a web page.! Which Google to each page by pages performance ! So it's still important because Page Rank gives unique value to website.

Page rank used to matter very much in the SEO industry some years ago but now i have search even google has stated this year that pagerank doesnt really matter now. But still we bloggers use to categorize the blogs on which we are guest posting so that we always know if the blogs are deserving enough or not
