I just signed up for Linklicious and when I submitted my url it said that it would ping it once every 12 hours? Can someone please explain what this is?

There is absolutely no reason why you should ping your links. I discussed this so many times on other forums as well and there always people who tell you that you need to tell Google about your links, but believe me it will be indexed one way or another.
