if you want to change your html layout, you can use Dreamweaver or any other html editor, but if you want change your images or just upload any file so you can use ftp
It depends on platform you have used like if it is wordpress website then you can make changes through admin panel without much coding but if it is custom php then you need to use any editor to make changes to the code and also different for html website and Asp. Net website..
