The Google Sandbox is an alleged filter placed on new websites. The result is that a site does not receive good rankings for its most important keywords and keyword phrases. Even with good content, abundant incoming links and strong Google PageRank, a site is still adversely affected by the Sandbox effect.

Google SandBox = Old phrase/term.
It referred to sites that were "restricted" in some ways in performance, limiting their ability to do well i nteh SERPs for certain/all search terms etc.

It is Now a commonly mis-used term, as the SandBox effect that is referred to kind of disappeared sometime ago.

The Google Sandbox is much related to a new website being placed on probation, and kept lower than expected in searches, prior to being given full value for its incoming links and content. The Sandbox acts as defect experimentation for sites, possibly to put off spam sites from rising quickly, getting banned, and repeating the process.

Google Sandbox:

Your website ranks well for competitive queries and then drops into no man’s land to page 100+ of the SERPs, or does not show for targeted keywords at all/ Site ranks well in Yahoo/Live, but not Google/ Pages do not rank for exact title matches/ Your website is outranked for clearly navigational queries/

Sandbox is like a container, in which Google holds new websites, those with duplicate content and other bad sites. Those sites in the Sandbox are often isolated from the main index of Google. So, "sandboxed" sites do not appear for normal search terms. They feature only for very narrow terms, Which are rarely used is searchers. Thus, this sites get little, if any search traffic.

its generally happen due to building high volume of links in short time.

It is a filter for new websites so even a website with quality content, great user experience won't rank well for the targeted keywords. After sometimes the website will start ranking once the sandbox mod is ended
