From what I can gather, by trust rank he means optimising your site's content for it to become trusted by search engines.
If you have quality content on your site, search engines will reward this by giving you a higher ranking.

I'd have to agree and disagree with most of the posts above. Let me explain:
The best strategy for SEO is to find out what your competitors are doing in your niche and for your 'money' phrases, and beat them. Don't just start guest blogging, forum posting, directories, etc. You will be wasting your time. You may need only 5 quality links between a 40-60 domain authority to get where you want to be. If you start blogging on a bunch of 10-20 domain authority sites, you could be wasting your time. And the opposite is true, if your niche is in the 10-20 range and you are getting all 70+ auth links, you are going to throw a question mark on your site.
Spend time finding out:
Who do I need to beat?
Why are they ranking right now?
How can I duplicate what they are doing?
How can I do more than them to beat them?
This, IMO, is the best strategy for SEO
