I think you are new to this SEO world. So, I would suggest you not to concentrate only on DoFollow links. Just try to build natural links (No spamming) and the links should be from relevant and high authorized/ PR and trustworthy domains.
Harshada is right, when I was a beginner, I was like you. Always focus on the dofollow link but it does not work much, now I do not care about whether or not, I simply look at the DA PA index and decide whether to create a backlink
But if you still want to know, search google with "dofollow forum site" keyword, they will show you a ton of helpful links
While posting your content, you need to search only for those sites which are do-follow in nature. You can even checked such sites by visiting & accessing them.

You have to do off page activities to gain backlinks. If you need Do follow backlinks you have to find it manually and make sure the site you are working on is of High PR. In SEO Quality matters.
You have to manually find the do follow links for each task. but don't work only on Do Follow links work on No follow links also. a mixture of do follow and no follow will help you to look backlinks natural.
