OK, so there are some steps before removing them.

First: Use a backlink checker tool, Ahref preferred.
Second: Get a list of all unique as well as all backlinks coming from the same site
Third: Cut back the links you see are not healthy and make a separate list for those.
Fourth: Try contacting website owners or managers and ask them to remove their links from "particular pages"
Fifth: Disavow the remaining ones.

From google search console, make a list of all bad links.
Then Disavow them using google disavow tool.

You can remove them manually asking the admins.
